The Civil War and the Emancipation Proclamation posed enormous problems for the United States. Leading up to the Civil War African-Americans comprised 25% of the population of the South. Once freed, blacks became in many ways a logistical problem. With a partner, create 20 questions that the United States Government had to answer or address once black slaves were free.
